EWS Category Benefits in Government Exams

EWS (Economically Weaker Section) was introduced in 2019 through the 103rd Constitutional Amendment to give economically weaker General category candidates a reserved share of government jobs. It gives you one thing: 10% of seats. It does not give age relaxation. It does not reduce your application fee. Many aspirants assume EWS works like OBC — it doesn't.

EWS vs OBC: The Most Common Mistake

Aspirants often hear "EWS reservation" and assume it comes with the full package of benefits like OBC or SC/ST. It does not. EWS only gives you access to a separate 10% reservation pool. Nothing else changes.

Delhi High Court ruling (April 2024): The court explicitly upheld this — EWS candidates cannot claim the same age relaxation or attempt benefits as SC/ST/OBC. EWS gets seats, not relaxations, due to a different constitutional basis.

Reserved Seats — The One Real Benefit

10% of all central government vacancies are reserved for EWS candidates. This is separate from the SC (15%), ST (7.5%), and OBC (27%) quotas — so EWS reservation does not reduce seats available to those categories.

Who can claim EWS:

  • Must be from General category — SC, ST, and OBC candidates cannot claim EWS even if their family income is below ₹8 lakh.
  • Family income must be below ₹8 lakh per year from all sources.
  • Must not own agricultural land exceeding 5 acres.
  • Must not own a residential flat of 1000 sq ft or more.
  • Must not own a residential plot of 100 sq yards or more in a notified municipality.
  • Must not own a residential plot of 200 sq yards or more in a non-notified municipality.

If you belong to SC, ST, or OBC — you cannot claim EWS even if your income is low. EWS is only for General category candidates who are economically weak.

Income and Asset Certificate (EWS)

Issued by: District Magistrate, Additional District Magistrate, Collector, Deputy Commissioner, Additional Deputy Commissioner, First Class Stipendiary Magistrate, Sub-Divisional Magistrate, Taluka Magistrate, Executive Magistrate, or Tehsildar.

Critical Renewal Rule: EWS certificates must be renewed every single year.

The certificate is based on the income of the previous financial year (April to March). A certificate issued for the 2024-25 financial year (income from April 2024 to March 2025) cannot be used for a recruitment whose cut-off date falls in 2026. You need to get a fresh certificate every time the income year changes.

This is the biggest document mistake EWS aspirants make — submitting a certificate from the previous year for a current-year recruitment.

Format: Always get the certificate in the format prescribed in the official notification, not a general state format.

Summary: What EWS Does and Doesn't Cover

EWS gives you:

  • Access to the 10% reserved quota — you compete within EWS pool for those seats, not in the General pool.
  • Lower effective cut-offs (EWS cut-offs are lower than General).

EWS does NOT give you:

  • Any age relaxation.

  • Extra UPSC attempts.
  • Any relaxation in physical standards.

FAQ

Does EWS get the same age relaxation as OBC?

No. This is a very common point of confusion. EWS candidates do not get any age relaxation or attempt relaxation in central government exams. You follow the same upper age limits and attempt caps as General category candidates.

Do EWS candidates get an application fee waiver?

No. There are no application fee concessions or waivers for EWS candidates in central government exams. You pay the full General category application fee.

Who is eligible to claim EWS reservation?

Only General category candidates whose family income is below ₹8 lakh per year and who meet specified asset limits (agricultural land, residential flat, or plot limits) are eligible. SC, ST, and OBC candidates cannot claim EWS reservation.

How long is an EWS certificate valid?

EWS certificates are valid for one financial year only because they are based on the family income of the previous financial year. You must get a fresh EWS certificate issued every financial year to keep claiming the reservation.
